Meet Samir Hakim
Director and Founder
Samir is an experienced civil engineer with over 15 years’ expertise in stormwater management, flood mitigation, and infrastructure design.
He has delivered major projects across property, transport, education, healthcare, and resources sectors Australia-wide, including commercial, residential, retail, and mixed-use developments.
Before founding Apex CETM, Samir worked on significant public and private infrastructure projects such as NorthConnex, Western Sydney Airport, Melbourne Rail Upgrade, and Pitt Street Station Upgrade.
Known for his technical excellence and practical approach, Samir helps architects, developers, and builders achieve efficient, compliant, and sustainable outcomes. He now leads a skilled team of engineers focused on quality, innovation, and community impact.
Meet Charbel Saad
Senior Stormwater Engineer
Engineering and certification from Zmerly Heating Academy. He brings hands-on experience in stormwater, hydraulic, and civil design across residential, commercial, and industrial projects.
At Apex Civil Engineers, Charbel specializes in hydraulic analysis, civil documentation, and multidisciplinary coordination, contributing to a culture of precision and technical excellence.
Passionate about ethical, sustainable engineering, he actively mentors junior engineers and is proficient in tools like AutoCAD, QGIS, Drains, and MUSIC to deliver smart, future-ready infrastructure.
Meet Gurmukh Sandhu
Civil Designer
Gurmukh completed his Advanced Diploma in Civil Engineering in July 2020 and has since worked in civil design, focusing on roads, rail, urban development, car parks, and drainage infrastructure. He has developed a strong grasp of civil engineering principles and industry standards, including Austroads Guides and the AS1742 and AS2890 series.
He is highly proficient in AutoCAD and Civil 3D, including creating custom code set styles and subassemblies, with additional skills in 12d and QGIS
Gurmukh has served as lead drafter on some of Western Australia’s largest infrastructure projects, including major rail and road upgrades. His work in local government projects such as intersection upgrades, LATM schemes, and road safety improvements, demonstrates his versatility and design capability.
He is confident in delivering end-to-end design for road and subdivision projects, from site assessment to detailed modelling and documentation
Meet Victor Wang
Civil Engineer
Victor is a Graduate Civil Engineer at APEX CETM, holding a Bachelor of Civil Engineering Science from the University of Technology Sydney.
He is actively developing his skills in hydraulic modelling and geospatial analysis, with experience in TUFLOW, QGIS, Notepad++, as well as AutoCAD and Excel for drafting and data processing. His current focus is building the capability to independently construct and analyse hydrologic and hydraulic models.
Victor takes a methodical, detail-oriented approach and thrives on hands-on project work. Fluent in English and Mandarin, he contributes effectively to design coordination and technical documentation within multidisciplinary teams.
Meet Terese Chakti
Civil Designer
Terese is a Graduate Civil Engineer at Apex CE with a Bachelor of Civil Engineering. She is actively developing her knowledge in stormwater management and environmental compliance.
Her current focus includes preparing detailed remedial reports to address technical issues and ensure that project standards are consistently met.
Terese takes a dedicated and detail-oriented approach, building a strong understanding of relevant Australian standards and regulations, particularly those related to stormwater compliance certificates. By collaborating closely with senior engineers, she helps ensure that projects adhere to all regulatory requirements.
